Code of Conduct

St Athan Community Council is committed to maintaining the highest standards of conduct in all its activities and interactions. As elected representatives, council members are expected to uphold the principles of selflessness, integrity, objectivity, accountability, openness, honesty, and leadership in accordance with the statutory Code of Conduct for local councils in Wales

Our councillors follow the statutory Code of Conduct set out in the Local Government Act 2000 and the Local Government (Model Code of Conduct) (Wales) Order 2008.

We pledge to:

  • Act in the public interest, placing the community’s wellbeing at the centre of our decisions.

  • Treat all individuals with respect, ensuring that our discussions and actions promote equality, fairness, and dignity for all.

  • Conduct ourselves responsibly, avoiding behaviour that may bring the Council into disrepute.

  • Be open and transparent, making decisions in a lawful and accountable manner.

  • Manage conflicts of interest appropriately, declaring and handling any personal or financial interests that could influence our work.

  • Work collaboratively, fostering a constructive environment where differing views can be expressed and considered respectfully.

  • Protect confidentiality, only sharing information when it is right and lawful to do so.

St Athan Community Council is dedicated to serving the community with professionalism, courtesy, and integrity. We encourage residents to contact us with any concerns regarding conduct, transparency, or governance.

Financial Regulations

Financial Regulations

St Athan Community Council follows Financial Regulations that set out how we manage and protect public money. These rules ensure that our budgeting, spending, and financial records are carried out properly, transparently, and in line with legal requirements. The Council reviews these regulations regularly to make sure they remain accurate and up to date.

Our Financial Regulations are made in accordance with the Local Government Act 1972 and the Accounts and Audit (Wales) Regulations 2014.

Biodiverity Section 6

Biodiversity Section 6 Statement

St Athan Community Council recognises its duty under Section 6 of the Environment (Wales) Act 2016 to help maintain and improve biodiversity. We will consider the impact of our work on local wildlife and natural spaces, and we will look for opportunities to protect and support nature within the community. We will review our actions regularly to make sure we are meeting this duty.

Standing Orders

St Athan Community Council operates under adopted Standing Orders which set out how the Council conducts its meetings, makes decisions, and carries out its business. These rules ensure that our work is lawful, transparent, and efficient.

Our Standing Orders are made in accordance with the Local Government Act 1972 and the Local Government (Democracy) (Wales) Act 2013.
